I screwed up my wordpress installation and i want to start from scratch. How do i reintall wordpress. Do I need to delete all the files under public_html?

I need to upload a line of html into the root folder of my WordPress site to verify that I own it. Please help?

HTML, XHTML & CSS For Dummies

WordPress says that any code that isn’t permitted will not be shown via the text widget but how am I supposed to put ads or widgets on my blog if
I can’t put the code for the ads/widget on my blog. Do you know a special code that I can out in the text box with my widget/ad code to make it show up on my blog? Please help!
